Should birth control be provided to people under 21 free of charge without parental permission?

Should people under 21 years old be able to get birth control free of charge without parental permission? Will this encourage people to use birth control, and hopefully have safer sex and reduce unplanned pregnancies within youth?

Many people have issues with their parents thinking birth control means they’re going to be raging sex addicts, whereas the truth is most people want birth control to regulate their cycle and alleviate symptoms. And if it is for sex? So what. This isn’t the Victorian era, and I’d like to think we all know it’s natural and a normal part of life

For the sake of this argument, I don’t want to hear the ‘well you have to pay for healthcare so it shouldn’t be free’. Imagine the funding for this is not a problem and is all fully covered
