Wondfo problem?

I’ve been using wondfo hpt lately and I’ve noticed that if I dip them for the suggested three seconds the dye stalls out and doesn’t travel along the test. I have to dip it again to get the dye moving again, sometimes for a couple more seconds. Is this normal?
