Retracting baby foreskin uncircumcised

Today my pediatrician told me his foreskin is getting stuck or closing up and he retracted it which made my baby cry after I changed his diaper there was a little bit of blood. I’ve been reading online and everything and it says not to do this yet my pediatrician recommends pushing back te foreskin to prevent it from fusing and my mother in law whose a doctor and has three boys also says to do it. Obviously not forcefully but gently to clean it and prevent issues down the line. Anyone else on the same boat?
