Red and purple bumps on legs along with dry skin

Hey! I’ve got these red and purple bumps on my leg and while I know they’re natural, I was wondering if there is any way to get rid of them! They are always there, mostly during the winter and in some spots during the summer

Also, I just shaved and moisturized but I usually also have dry skin no matter how much I exfoliate with a body scrub and use lotion, unscented and scented alike. Any recommendations for that too?
