My son is literally spitting out all drinks. So annoyed

So my 19 month old will not drink water these days. He likes to dribble it out of his mouth onto his high chair, the floor, me, etc. He is sick with a cough and cold, so could this be why he’s not drinking water? He does occasionally drink juice because his lips are so dry and I want to give him something. He started spitting the juice sometimes too. I’m honestly so annoyed I don’t know what to do. I’m afraid he’s not drinking enough. He’s acting like his complete self besides this.
