Is this normal newborn pimples, or does it look like she had a reaction to something?

Looks very normal to me. All my nieces and nephews had this. Do not attempt to pop them. They will go away :)

My daughter had baby acne on her face when she was a newborn and this may sound odd but a little bit of breast milk cleared it right up!

My 7 week old has those too. Most likely from sweating while laying on my chest.

Normal my son had them worse ! Just leave them they go away after a month or two 
Just clean face after feeding drooling and try not to use the pacifier a lot
