Help please

This is day 19 of my cycle. My opk tests are still coming back negative but I’m cramping and have somewhat stretchy CM. My cervix has softened. I always ovulate between day 14-18. Idk if I’m not going to ovulate this time of if I am an the tests are wrong. I have frozen sperm at my house waiting to use. Idk if I should go ahead and inseminate or keep waiting? Any help is appreciated I’m so frustrated.
