As someone who has eczema, it looks like a minor flare up. 
She’s probably too young to try to itch it, but I would get a super moisturising, fragrance free moisturiser and start applying it. If it gets worse, or won’t shift, you might have to get a hydrocortisone cream.
Oatmeal baths are really soothing 😊

Baby acne. If she is a newborn it’s very common and her skin adjusts to outside the womb and tries to adjust to the hormones. Baby has been living on your hormones and now without your placenta has to try and regulate them on her own which can cause some acne.
