Step parent adoption

So I'm sure it's different in other states but I want everyones thoughts on this.

Do you think that if a biological parent has been absent completely from a child's life for a certain amount of time and has not financially provided for the child.. should they be allowed to contest a step parent adopting? Here, there has to be a hearing and the biological parent either has to sign away their rights or a judge has to terminate the rights if the biological parent refuses.

I personally think that if you can prove a biological parent hasnt been present for a certain amount of time or at all, they shouldn't even have the option to contest it. This may be hard to prove and that's probably why they have it set up the way they do but I've known parents who have contested just to look good and end up causing a bigger fight and alot more money in attorney fees and such.
