Just saw a half naked woman

I just saw a half naked woman who has very good make up on, with a luggage walking on the highway (side road). I am very concerned, should I call the cops? But what if it gets her into trouble? I don’t know if she needs help or a prostitute...but I am concerned 😑 my husband said it’s not my business just don’t think about it, I don’t know what to do now!

PS sorry I didn’t clarify she was topless with long jeans!!
