Bad parenting??

Someone who works with my mother had a 14 year old daughter. From my understanding his daughter was with her mom and step dad on vacation. They were at the pool. This girl was a special needs child. I say was and had because she drowned in a pool that was 3 feet. Meaning something happened and she hit her head or fell or fainted or had a seizure, because she easily could touch the bottom of the pool. The parents were around, but she was found unresponsive so how long was she left there? How did they not notice she didn’t come back up?

If I had a special needs child I would never let them around a pool, even if they could touch the bottom, unsupervised. I know stuff happens, but I just don’t understand what happened and how they didn’t notice their child.

What are your theories as to what happened. I’m not accusing or pointing fingers but that’s my theory, that they were not monitoring her close enough

I also want to say my younger brother is special needs, so I know what’s it’s like to have to constantly monitor your kid
