Advice for taking the next step?

A guy and i have been hanging out a lot lately (studying, meals, going out for coffee, art museum) but I can't tell if we're actually dating, or if he's attracted to me at all. Some more context:

- he offers to pay for stuff but I prefer to pay for myself (have I been sending friend vibes?)

- he's a really thoughtful and respectful guy, but also kind of shy and awkward

- we haven't even kissed yet! we've been on about 3 pseudo-dates!

- I'm 17 and he's 20; maybe he feels awkward about making the first move?
