Low HCG Level

Need some advice please...

I’ve had 2 hcg tests the first one was 137 and the second one taken 48hrs later was 409.

However if I go by how doctors measure it I’m below average but if I measure it but date of conceived I am within the normal range.

Last period started on the 4th April but we conceived on the 20th April.

Any advice would be amazing because my doctor told me they highly doubt this pregnancy will continue?

Note: I also had quite a lot of pain in my ovaries and bloating.
