Husband not helping to save up for IVF

Hi beautiful ladies,

So, long story short, my husband and I need to do IVF and it's really expensive. (15-20 grand).

I started saving up in December 2018, when the Reproductive Endocrinologist told us that

IVF is the only option. Originally, we both agreed to set money aside for this every month. Well, it's late May and he hasn't saved up a penny for our baby.

He keeps spending his money on stupid, useless shit (eating out, bottles of liquor, etc)

How do I begin talking to him about this? Does he actually not want a baby? I just turned 30 last month. He's 27, so he probably thinks he has years left. I feel like I'm running out of time. He's never been like this with money before, so I feel so confused to this recent change.

Any guidance would be appreciated.
