What does it mean?

I'm asking for a female friend of mines who wants to know. The guy that she has been seeing only wants oral sex from her and his reason is he no longer have the desire for sex and claims that oral sex isn't sex at all..well when she gives him oral,he cums quickly and then its like he pushes her away and it's back to his phone. I told her oral sex IS sex and that he is only using her for it. She thinks that he went out of town to have sex sex with his ex.
