What would you do?

So I've come to a point where I must choose between

Taking my severance and trying to get a job in a new /similar field for around my current pay but better and less expensive benefits with limited options for raises/promotions unless I switch departments etc(state work)

Or to move an hour away from family and go work for my old boss at another store for just a little bit less money doing almost the same retailjob. But I know I work well with the team and long run will have more options for promotions and annual raises. Down side is the distance, trying to find a place for us and pets within budget and affording the move since I'd have to wait 3 months to start working if I'm going to still get my severance package.
