Did your fiancé ask your dad for his blessing before proposing

I ask because SO spoke to my dad yesterday to state his intentions as dad was upset to be the last to find out about my sis' engagement, but dad took it as asking permission and said he'd get back to him in a couple days. :S 
Dad already was told by me it'd be a courtesy thing ages ago when I'd talked to him about it.
