Telling my bf I need more foreplay.

How do I tell my bf that he needs to warm me up before we have sex. Usually my bf would just eat me out for like a min or two then think it’s ok to go in. Or he would just finger me for a few minutes and goes in. I’ve told him before that I need more time but nothing has really change. Sometimes he does put in the effort and sex is amazing but that’s not all the time. Idk then when we are having sex it takes me a while to really get into it because I wasn’t ready to start off with.
