Suspected molestation

I work at a fast food restaurant and today I was the only cashier when a father and daughter came in, she couldn’t have been more than 9 it first alarmed me when i saw how his hands were placed over her breast while standing in line and even while placing their order and once he bent over a bit and pulled her closer to him with his hands still on her chest and then as they started to walk away he patted her butt. the other odd thing i noticed was how close together they sat on the same side of the booth with their backs turned. The girl didn’t seem uncomfortable so maybe i’m overreacting but i still told a manager but he didn’t do much.

Anyways i’m posting this because i don’t know if i should report it or something. so if you have any advice please let me know
