Bringing a tourist to emergency room?

This is a sensitive topic, thus I’m posting anon. My father-in-law is visiting us from Mexico on his tourist visa. He has past serious health issues including a non cancerous brain tumor. Today he became very ill and I think it’s necessary to take him to the emergency room. He’s dizzy, throwing up, and has swelling in his abdomen extending up almost to his neck. We’re worried he can’t travel. Obviously no insurance. I know a hospital can’t turn him away but how do we go about that? My husband and I don’t have money to foot his medical bills. 😰😓
