Should pool patrons be allowed to wear street clothes in public pools due to religious reasons?

Where I live we have a large Sikh population. It is general pool rules that street clothing cannot be worn in public pools but they are not held responsible. Basically what has happened as so many Sikhs have joined the community that it’s become impossible for our city to monitor. So it’s created a big fight. A Sikh man can wear a turban in the pool. And also wear full head to toe clothing. Yesterday at our local pool I’d say about 75% of the patrons were in full length cotton tops and pants with turbans.

What’s your thoughts? Should this be allowed?
