iMessage...question

I’ve recently got an apple phone, I’ve always had android

Anyways I have a question

When I iMessage someone and it doesn’t say anything and then it gets delivered 10 minutes later or something, does that mean they’ve switched their phone on or connected to the internet?

Or does it mean that it got delivered to them from my side???

So it means they’ve been on their phone right if it gets delivered later?
