Miscarriage at 7 weeks

The doctor said by 7 weeks my hcg should be over 10 000 but it’s a little over 4000 now which is a rise from last time. I’ve had a little cramping on last night followed by a lot of blood. Im so upset this is happening to me again , I just had a miscarriage in March. At my last ultrasound my doctor said she could see the sac but not the baby and that I’m measuring 4 weeks 6 days. She was going to test me again next week but I don’t feel it’s necessary.
