Tummy time

We do tummy time daily multiple times but my 7 week old still is struggling to lift head and turn side to side. He normally just lays there and sucks on his hand. He also has pretty bad head lag. I’ve also heard he should be batting at toys hanging in front of him which he doesn’t do. I’m worried because right now he’s developmentally behind when looking at milestones. I plan on talking to the pediatrician, I just worry about him.
