My S/O is sending money overseas to other girl

I have notice that for the past 2 months (1 month after we got married) he sent some money to other girl who live abroad. Can you call him cheater? When i tried to confront him, he was so mad and accusing me of sneaking around him. I found the receipt in his working bag. Please share your thought here
