One day from 38 weeks. I'm dilating, but baby hasn't dropped. Anybody else have/had this issue before?

I'm 38+2 today and I haven't dropped. My last check was 36+4 and I was 1cm dilated, they didn't mention effacement though.

I’ve lost my bloody show on Wednesday and still losing my mucus plug daily. And here I am Tuesday and nothing 😩
