Yes normal. When baby was little their heart was just forming and it takes some time for their heart to really kick in and start beating up a storm. 
Also you have to understand that just like like us fetuses go theu busy moments and slower moments. Meaning. You get up and walk around your heart beat speeds up. Same goes for your baby. They wiggle up a storm their heart eats speeds up. They are sleeping their heart beat slows down. This is why “heart beat determining gender” is false. Bc you never know when your baby is in an active moment or not. It’s it a healthy rhythm of rest/sleep that is needed for baby. 
I’be has 3 live births and currently pregnant with twins. 
First 3 pregnancies their heart beats stayed around 120-140s. They were boys. 
This pregnancy both twin A and twin B were in the high 170+ up till 16 weeks when twin A started to slow down to about 140-160s and twin B stayed between 160-70s. Twin Anis a boy. Twin B is a girl. 
If you went based off heart rate determining sex then both my twins “should be” a girl but nope.

This was originally a twin pregnancy. It’s also our third scan. It’s never been out of 130s then boom jumped way on up there. 
Our little rainbow baby didn’t move the entire scan so I’m certain activity wasn’t boosting the heart rate way up there.
