Yesterday I had a 33% chance so I had sex but today it says I’m ovulating and I’m having cramps but it says a 22% chance. Should I have sex again tonight?

Should have sex at least every other day. Apps only guess when you ovulate. The day before ovulation is a higher chance because the sperm will make it to the egg by the next day & could take ‘too long’ if only having sex day of ovulation.
