CYS Advice Please

So I need advice my little sister is 18 a high school student and pregnant due in November. She has no source of income and the baby father is not involved. She currently lives in a house with my mom that is addicted to Herion and in and out of rehab and jail. They have no electricity at their home for over a year. I can't finally take her in or have room with my own family. I reached out to the school asking if they can help her and they said no because I'm a third party telling them this. They advised me to to call Child Service for her but I don't know if that's the best option. If she found out I did that she would hate me. What should I do???
