Special program for students with mental disorders?

I suffer from sever (social) anxiety and not so sever ptsd. Up until 2nd year of university I didn't have any special treatment. Now, which benefits I exactly have? At my university the rule is you can't be absent from the same subject more than 4 times (unless you have doctor's notice that you were too sick) - I'm allowed to miss 70% of classes BUT I get extra homework or I have to write essays and similar, some days I'm too scared to get out of the bed. Second benefit I have is that professors should avoid oral questionings with me; during orals if I get too anxious I'm allowed to take a 5min break to calm down and come back; if I'm having hard time answering professors are more understanding - I still have a right to say I want to do oral part and I still chose to do them, I cry sometimes but I manage to get through and that's why I usually ask professors to be alone instead of in a group. During writen exams I'm allowed to exit the room 2 times - I've never walked out of the exam, and even If I would, I need to have one other professor with me so I wouldn't cheat. In agreement with profesor I can delay my exam but only with confirmation from my therapist that a whole week before exam I spent in anxiety - never asked for this. A lot of people at my university misstake what my benefits mean. They think it makes easier for me to pass exams than for them. I think it allows me to have it as easy as they do. I would also love it to be able to stay in class whenever I want to and not have panick attacks in middle of my lectures,but in reality I can't do that. What are your views on this?
