please tell me this is normal

i’m almost 16 weeks with twins. just about every day i have very moderate/severe cramping in my ovaries and around my uterus area. right on the inside V of my hips. it happens on both sides. it hurts so bad sometimes i have to breathe through it. i still haven’t felt babies move which i know is normal. but the cramping is what worries me sometimes because it hurts so bad.
