Whiny baby

Does anyone else have a baby that whines constantly?? I can’t even put him down long enough to pee without him getting upset! It drives me mad so I just walk around holding him ALL DAY. When people (in laws specifically) find out I hold him all day they blame the whining on that and say he’s just spoiled. I can’t handle listening to it though so I just do what he wants. Which is to be held and walk around😳😂 What happened to “you can’t spoil a baby”?!
