Puking during tummy time?

Is it normal for my LO to puke during EVERY tummy time, regardless of how recently he has eaten? He literally has never not thrown up from it.

First of all, puking and spit up are two completely different things. If it’s puking, then your baby is sick. 
Second: yes, it’s normal! Tummy time puts pressure on their belly. I just put a cloth under my son so it’s an easy wipe up.

Baby could have a tid bit of reflux, not enough to effect day-to-day life, but where straining muscles and pressure causes spit up.
Every baby has some degree of reflux, even if you can't notice it.

My girl often spits up during each tummy time session too. I just use one of those water mats with sea creatures inside so that it’s easier to clean up.

Maybe you could try tummy time on a boppy pillow! I do that sometimes. Maybe it will take the strain off your LO tummy!

Mine spits up often during tummy time, it’s not a lot so I’m not worried about it
