Halloween goodie bags/treat ideas for toddlers

Looking for Halloween goodie ideas for toddlers. I have 3) little boys under 2 that I’m hoping to make little treat bags for. Just wondering what all I should put in them? None of them have any food/allergy restrictions but looking for ideas other than candy (although I’d still like candy suggestions too that are toddler friendly). I thought I could also have a little Halloween book and a little coloring book but wondering what else I could do? This is my first time getting to make goodie bags for little ones!
