Does your bf have trouble saying no (but not to you)

My boyfriend is incapable of telling his mom, sister, boss, and friends no.

Friends- if his friends ask him to meet them at a store and use their money to buy them alcohol or pods, he never says no. Even when me and him have plans already.

Sister- he legit takes her wherever and whenever she wants to go.. he lives an hour away from me and we were hanging out at my house.. his sister begged him to take her to the mall so he drove all the way back to his house to take her (she's 14).. I didnt want to stop hanging out w him bc we already had plans that day and it was only 2:00, so I had to drive to his house too.

Mom- he hands over every check to her he makes. She also keeps his debit card most of the time. One time she chewed him out bc money was missing out of his bank account.. he had paid his phone bill w it.. before she found that out she told him he better not be "unnecessarily spending" AND he had to give her the money he had paid the phone bill with back.

I can understand the mom situation because she doesnt work and the bills have to be paid. He's 21, he's perfectly capable of paying bills BUT I find it extremely inappropriate that she keeps his debit card to use most of the time and he just hands his check over... I feel like he should give her the exact amount needed for her to pay the bills with and that's it.

What are yalls opinions? Advice?
