Should you have to prove income to collect a public service donation?

We have something here called the Christmas bureau. Parents can apply to receive Christmas support. Food and gifts to provide for their children on Christmas. This year they have set a new rule where if you wish to participate and receive a donation you must provide proof of income earned. Basically...you must prove with financial documents that you need this service.

I belong to a group that donates to this cause and we have had a lot of mothers up in arms about how they feel violated that they have to provide personal confidential information like this. And that they already feel embarrassed having to use the service.

On the other end we have mothers who have donated to the cause in previous years and feel they’ve been disrespected by donating to a family that didn’t need it.

So what do you think? Should you have to prove income before you qualify for public donations like this?
