Any know rental rights?!

Well a few things.. i pay 900 with heat included & my heat is broken. Completely off the wall. No thermostat. I have a 10 mo old baby & told him for 3 months i need my heat on. He offered my a little portable heater which will cause my electric to go up!! When I’m paying for heat in my rent. Isn’t this illegal? Should i not pay rent until fixed? Everyday he says someone’s gonna come & never does. Another thing, he came into my house without telling me. Let me also mention he’s the manager. Not the actual landlord. I’m pretty sure if he was to do that I’d need 24 hr notice. Thirdly. If he doesn’t renew my lease how long do i have to find another place?! & how much time does he have to tell me?!
