Can you refuse a repeat c-section ?

I am pregnant with my third child. My fist born is 10years old and was born via emergency c-section due to fetal heart rate dropping. With him I dilated to 10 cm but he did not want to come down and was in distress. My second is 8 years old was a scheduled c-section at 39 weeks. With her I went into spontaneous labor at 38 weeks and was 4 cm when I arrived at the hospital, they still did a c-section. Now that I’m pregnant with my 3rd, my doctor is telling me that I must do a c-section due to already having 2. The thing is my last c-section was 8 years ago. We are planning on having 1 more after this and I think it would be a bigger risk of me having 4 repeated c-sections then to try a vbac. Should I push for a vbac?
