Dry skin or Eczema?

I’m not really sure what this is on my hands and arms, but I’ve seen little dry patches here and there. They don’t really itch, but my skin really dry and tad bit tight (I’m guessing because it’s dry) in those areas. I know I should probably go to the dermatologist, but just curious if anyone’s seen this before or had it before.

Btw in the summer normally, my lip will get this dry patch on it and start to flake like it’s shedding skin. It’s weird, but have anyone else experienced it this?
