HCG Level

A week ago, I had a blood test done for my hcg level. It was at 2 so it was considered negative. Now, a week later, I am 3 days late for my period.

Was the blood test done too early?

Why would I have any hcg level in my system if I’m not pregnant, shouldn’t it be 0?
