Is flirting cheating?

My boyfriend's friend came over to my house, asking for advice. His girlfriend told him to text one of her friends back for her while she was getting ready. When he opened her messages the conversation that he was brought to was to a guy. She seemed flirty in the texts saying "I'm just enticing you ;)" to the guy. The next text was "oh what a shame. I didn't do a good enough job then huh? ;)" 
That's all that was in the text conversation with him. She had to of deleted the texts from him and the previous ones. He ignored it and just texted her friend back. 
He then came over and wanted to know if flirting was cheating. I believe it can be but I want to know your opinions.

I don't think mild flirting is cheating. But those texts were extreme. If you wouldn't act the same in front of your SO you're cheating

I think it is because her attention isn't just on her bf anymore . I mean that's why you have a relationship? To be with someone completely, but if you start to talk to them the way you talk to your bf or gf than its already considered cheating especially if msgs are deleted. I mean why would you delete it ?

See i have the problem that I'll be flirting with someone and I won't even realize that I'm flirting because in high school I never really learned the difference between flirting and just being nice because I never had a serious relationship or anything like it. So I don't see it as cheating because half the time I don't realize I'm doing it, and I would never physically cheat on someone I was with.

That's what I thought. If you treat someone else like you treat your significant other then I think it is cheating even if there isn't any physical cheating. I know a lot of people think it's not cheating and I want to know why they think it's not cheating.
