My boyfriend sent me this picture freaking out , is this bed bugs or flea bites ? Or maybe hives ? Someone help .

That looks like flea bites. Bedbug bites normally welt up kinda like mosquitoe bites and they normally cluster up. The poc is of bedbug bites on my face.
