Help! Babies arms and hands ice cold at night !

Ok hive mind I am hoping you can help me figure out a solution. My daughters arms and hands are freezing at night and I’m worried it’s making her wake. We live in Northern California and have the thermostat set to 65. She sleeps in thick cotton footed pajamas and a fleece halo sleep sack. My son slept like that at her age and we never had this problem. The only thing I can think to do is to put socks on her hands but am worried they would fall off and she would choke. Has anyone figured out a good solution to this problem?
