Are bills higher when you own a two story home?

Makes no difference tbh.. 
Bills are only higher depending on your energy rating & how good the insulation is in your house. 
The only thing that would be more expense (in the UK) Is your council tax which is based on the value of your property.
Also depends on your energy supplier and which one gives you the best value for money!

Not really. I haven't paid at our new house yet, but I can tell when I go to the new place (floating between two houses atm), that our new place is more efficient. The townhome I am in has a furnace that is 10yrs old.  It works well, but rhe place has very drafty windows, so I can Jack it up to 23C, but it will remain at 20C, and the furnace is always on! 
At the new place, it is newer (house is 5yrs old), and I have set the furnace to 19C, as we won't be there much. When I do go there the house is warm and I am comfortable (and I hate cold). 
The townhouse I am in is a 3bed, 950sq ft  the new place is 4 bed townhouse, 2000+sq ft. (Both excluding basement).

I have a 200 year old house, 5 floors. Heating isn’t too expensive considering!

Honestly, it just depends on where you live, the company who your bills are through and how much you use them!! 
Two years ago, we had an apartment and had to pay all utilities and they were so expensive!! We just moved into a house and got our first utilities bills and every, gas, water electricity, totaled up to under 210$

Our electricity bill was around $230 with a/c until our solar panels were hooked up now our electric bill is $40 best thing is to get some solar panels if possible

There are way more factors than storeys. Insulation, types of heating, detached? Semi? Apartment? Windows? Construction materials? Energy supplier cost....blah blah

Our electric is the only bill that we noticed a noticeable increase since we went from a 885 sqft to 2300 lol

Not for us but we have energy ogre so that saves us tons.
