Hcg levels

OK so I went last Monday for labs and they came back at 35 so they had me go back in today and get more to make sure they are rising. I called them a little while ago and they said they were 44. The doctor put in a note saying she was worried about possible abnormal pregnancy... I've not had any bleeding or pain, just light cramping for a few days on and off and by light I mean like SUPER light. And they are always in my lower pelvis. Is it possible that it isn't an ectopic pregnancy and the levels are just really slow? Has anyone else had this happen? What was the outcome?
