Should I give my dog away?

He’s a 2 year old Jack Russell mix with a beagle and he pees and poops on my sister side of the room I tried to take him out at certain times so he can realize this is the time I can do my biz but it’s just a whole lot because my mom don’t like the times I take him out and then he keep pooping and peeing on my sister stuff even if it’s not on her side of the room he just pees on her stuff

He’s also isn’t fixed so I was thinking about getting him neutered but I don’t think that will help I don’t want to give him away but idk what else to do
