Can you specify symptoms a bit more? How long has it been there / has it happened before / is this the only place on your body?  
My first thought is it is maybe chafing? (Like legs got sweaty and rubbed up on eachother) 
next thought is: have you recently used a new soap, lotion, or laundry detergent etc?  
( and if it continues to not itch or be painful I would wait it out- good thing you have a picture, compare it in a few hours to see if it gets worse)
