Excess fluid?

I have been measuring big so my doctor sent me in for an ultrasound. according to the ultrasound, baby is measuring perfectly right at 31 weeks like she should be, and the ultrasound tech said it’s excess fluid making my stomach appear bigger and measure bigger. 
My dr said fluid is only an issue if I have diabetes which I don’t. So what does the excess fluid mean for me and my baby then?

I had a lot of extra fluid and basically it doesnt hurt the baby but just makes you more miserable because you are going to be bigger and it could be uncomfortable. It was hard for me to.eat anything towards the end because I felt so full and would throw up every time. Also it could mean something is up with your baby or your baby could be perfectly fine. I've heard both.
