Should pharmacists be allowed to refuse to dispense a medication written by an MD for a patient?

Currently pharmacists are allowed to refuse to dispense medications if they believe in their professional judgement that;
1  The medication carries the potential to be harmful to the overall health of the patient. 
2. The prescription doesn't appear to be for a legitimate medical purpose. 
They can also write this on the prescription when it's given back to the patient.
