Dry toddler skin

I know this group is for June babies, but I need some help with my 2 year old! any recommendations on dry toddler skin? We use aveeno, Johnson’s, aquaphor, aveeno eczema and some of it helps, but I don’t feel like we’re winning the battle. His legs and arms are super dry and he keeps saying he itches all the tiMe. And he’s can’t stop scratching once he starts. He doesn’t have patches like eczema, just an overall dryness. He baths every other day, I’m trying to not use soap on him and I lotion him multiple times a day. He needs to bathe regularly, we live on a farm and he gets pretty smelly. Thanks in advance!
